Vallie Bowman English

Toledo Municipal Court

Vallie Bowman-English was elected Clerk of the Toledo Municipal Court in November of 2003 where she employs approximately 70 Deputy Clerks. She is the first African-American and first attorney to be elected to the position. Prior to her election as Clerk, Vallie was an Assistant
Lucas County Prosecutor. Vallie was born and raised in Toledo, Ohio. She received her Bachelor's Degree in Political Science from the University of Toledo in 1992. Vallie received her Law Degree from the Ohio Northern University College of Law in 1995. She is married to
Common Pleas Court Judge Ian English and they have one son.
As Clerk, Vallie has implemented real time data entry in TMC courtrooms. This allows clerks to record entries as the Judge or Magistrate is ruling on the case(s) and gives other departments
and the public immediate access to the case information. In many instances, it also allows for further processing without having to wait for the case file to be delivered to locations within the court. Additionally, Vallie has increased the public's access to the Court's records by placing case information online and developing a mobile phone app for smart phones. Prior to this, the public had to call or come to the Clerk's office to inquire about case information. Images of court documents are also available through these tools. Vallie has been an invited speaker at
National Conferences to discuss the creation and implementation of the mobile court app which was one of the first of its kind in the country.
Vallie is a past president and current member of the Ohio Association of Municipal / County Court Clerks. She is also the Chair of the Lucas County Criminal Justice Coordinating Council. In July of 2016, Vallie became the first minority President of the Toledo Bar Association in its 138 year history. She is the past Chair of the Susan G. Komen of NW Ohio Grants Peer Review Panel and a current member of the board and its executive committee. She is the immediate past President of the Toledo Chapter of The Links Incorporated, a community service organization.
Vallie is also an appointed member of the Ohio Supreme Court's Judicial Family Network Advisory Board.
